北宋年间，豪侠辈出，引出多少传奇故事。话说御猫展昭（郑少秋 饰）和锦毛鼠白玉堂（傅声 饰）本届为富家子弟，且同宗一师（刘家荣 饰）。展昭沉稳老练，白玉堂争强好胜，这对师兄弟偏偏互不相让，为了一显自家本领，借助师傅之手展开连番比试，终令师傅气恼难耐，将二人逐出师门，他们从此闯荡江湖。白玉堂偶然机缘救助当今圣上（刘家辉 饰），可惜当面错过，反令展昭随后得到皇上赏识，继而入宫为官，获奉“御猫”。闻听此讯，白玉堂大为不满，遂潜入宫中盗出玉玺，更上演了一出五鼠闹东京的千古好戏……
本片根据话本小说《七侠五义》改编。
